The anti-corruption institution uncovered how civil servants manoeuvre protocol and manipulate budgets to fleece the system.
Chairman of the ICPC, Prof. Bolaji Owasanoye (SAN) said on Wednesday in Abuja that the Commission has exposed multiple strata of corrupt practices perpetrated by civil servants across Ministries Departments and Agencies (MDAs).
He was speaking at the Budget Office/ICPC Interactive Forum with Directors of Finance and Accounts and Directors of Internal Audit.
Owasanoye explained that the Commission came upon these infractions while a System Study Review of Budget Implementation was carried out.

According to him, most MDAs manipulated budgets, and as a result, they were getting both appropriation and releases that were way more than their real needs. These surpluses were also open to further misappropriation. Unfortunately, this has become a tradition.
As the ICPC reveals rampant fraud among these institutions, the agency head lamented that “despite confronting erring ministries and MDAs with federal circulars prohibiting these activities, the infractions continue thus stronger measures on the part of government and anti-corruption agencies are inevitable”.
